Felix E. Torres

Mr. Torres is currently serving as the Electronics Engineering Lead Section Head over the Joint Engineering Training Team Engineering Scientist Development Program (JETT ESDP) as part of the Fleet Support Teams (FST) Support Office, Engineering Recruitment and Development (ER&D) Branch at NAVAIR Fleet Readiness Center East since the spring of 2023. He is responsible for implementation of the tenets of JETT ESDP and direct oversight of over 25 developmental employees assigned to Automatic Test Equipment, Test Program Sets, Electronics Support Equipment, and Aircraft Power and Wiring disciplines and another first-line supervisor.  He is also responsible for indirect oversight of over 30 developmental employees assigned to Avionics disciplines. 

Mr. Torres served as Electronics Engineering Section Head over JETT ESDP from October 2022 until the spring of 2023, where he assisted the FST Support Office ER&D Branch in establishing the JETT ESDP Section Head role in support of the Electronics Engineering Disciplines and supervised all entry-level electronics engineering employees participating in JETT ESDP at the time.

Mr. Torres served as the Automatic Test Systems (ATS) FST’s Product Integration and Labs Integrated Product Team (IPT) Lead from November 2029 until October 2022, where he was responsible to manage and oversee daily operations of Automatic Test Systems engineering laboratories from the perspective of asset readiness, facilities and safety, among other aspects.  He supervised a group of electronics technicians responsible for asset readiness, as well as a group of offsite senior engineer and technicians that provided support to ATS FST activities from Naval Air Station Oceana, Virginia.

From 2016 to 2017, Mr. Torres completed the Executive Leadership Program from Graduate School USA.  It provided him the opportunity to complete a 10-month developmental assignment as the Branch Head (supervisor) for the AIR-4.8.4.12 Automatic Test Equipment (ATE)/ Test Program Set (TPS) Install/Test Brach within the AIR-4.8 Support Equipment Engineering Department.  During this time, he supervised 12 Electronics Technicians responsible for installation of Automatic Test Equipment worldwide in support of the U.S. Marine Corps and Navy fleet.  This program also opened the door for Mr. Torres to serve as the JETT ESDP Program Manager at the time from 2017 to 2019.

Mr. Torres was hired by NAVAIR Fleet Readiness Center East in August 2012.  He completed the JETT ESDP program in 2015.  Then he served as Journeyman-Level Electronics Engineer in support of the AIR-4.8.4.11 Test Equipment Branch until 2016, support of FRCE Production support equipment activities.

Mr. Torres grew up in the central region of Puerto Rico, spending most of his childhood in a small town called Orocovis. He attended the Inter-American University of Puerto Rico, Bayamon P.R. Campus, from which he received a Bachelor of Science in Electrical Engineering in December of 2011.  Before becoming an Electronics Engineer within NAVAIR Fleet Readiness Center East, Mr. Torres worked as a State Law Enforcement Officer within the Highway Patrol Division of the Puerto Rico Police Department.
